In a letter to the Prime Minister, Mr Clarke wrote: "Like all of us I have to balance my own life against the demands of office.

"I would not have made this decision unless I believed it was of the utmost importance."

He said it was always an "enormous honour" to be a minister - "but all the more so to have had the chance to do so at the request of a Prime Minister I admire very deeply and to deliver an agenda in which I believe passionately."

He said it was always an "enormous honour" to be a minister - "but all the more so to have had the chance to do so at the request of a Prime Minister I admire very deeply and to deliver an agenda in which I believe passionately."

And he heaped praise on the PM, saying the PM's regional policy agenda was "typical of the ambition and generosity of your own political and philosophical outlook".

He did not explain the reasons for his resignation in the letter, but said he hoped to return to Mr Johnson's front bench "in time."

He added: "Whatever the future holds, you can be assured of my deepest loyalty, affection and friendship from the backbenches."
